Channel Law Group partner Julian Quattlebaum is a graduate of Harvard Law School and a telecommunications and real estate industry veteran with over 40 years of experience in representing entrepreneurial clients both in a large firm setting and in-house. He is a former partner of the Denver law firm of Sherman & Howard, where he practiced from 1977 to 1986, focusing on tax and transactional work for real estate developers and cable television companies. In 1986, Julian joined the legal department of Denver-based Daniels & Associates, the holding company which owned and operated the assets of cable television pioneer Bill Daniels, including numerous cable systems located across the country.
In the role of General Counsel for the various Daniels entities, his responsibilities included legal affairs related to several sports-related holdings, including automobile racing enterprises, the USFL, Daniels’ partial ownership of the Los Angeles Lakers, and Prime Ticket Network, the regional cable television sports network for Southern California.
As General Counsel of this latter entity (which subsequently became Fox Sports West), Julian worked on a broad panoply of production, rights acquisition and distribution-related transactions, as well as financings, litigation management and operational issues. Julian subsequently joined the law firm of Cole Raywid & Braverman as Counsel in their El Segundo, CA office, where his practice focused on representing start-up cable programming ventures with respect to their organizational, financing and transactional issues as well as dealing with cable television operators franchise and other regulatory compliance issues. He also served as a volunteer mediator for the Los Angeles Superior Court, the California Court of Appeal and the Los Angeles County Bar Association's Dispute Resolution Services.
At Channel Law Group, Julian continues to work on entrepreneurial transactional matters, intellectual property licensing and environmental, land use and real estate matters, as well as the firm’s primary areas of telecommunications-related real estate and regulatory matters and litigation. He has appeared in state and federal courts across California, including the Ninth Circuit Court of Appeals. He was one of the founding members of the Board of Directors and the initial Chairman of the Regulatory Committee of the California Wireless Association and is former Chairman of the Board of Directors of the Long Beach Grand Cru, a fundraising arm of the Legal Aid Foundation of Los Angeles. He currently serves on the Board of Directors of the Laurel Canyon Land Trust. Julian has a life-long passion for technology. He was one of the original beta testers of the Lexis system in 1977, still owns a working model of the first Compaq portable computer (complete with a copy of Microsoft Word for DOS 1.0) and serves as the firm’s de facto IT manager. A native of Savannah, Georgia, Julian lives in the Los Angeles South Bay area.
Jamie T. Hall
Jamie T. Hall is a civil litigator and lead attorney in environmental, zoning and land use matters and represents clients across the country before zoning boards, city councils and public utility commissions. Jamie practices land use, municipal, utility, telecommunications and environmental law.
Jamie was born and raised in West Texas and graduated from San Angelo Lake View High School in 1997 as Valedictorian. He earned his bachelor's degrees from The University of Texas at Austin, where he graduated with honors in 2001.
Jamie earned his J.D. from The University of Texas School of Law and Master of Public Affairs from the Lyndon Baines Johnson School of Public Affairs in 2004. Jamie is a member of the State Bars of California and Texas.
Jamie was actively involved in the early establishment of the California Wireless Association and is President of the Laurel Canyon Association and a board member of both that organization and the Bel Air Beverly Crest Neighborhood Council. Jamie is an avid runner who participates regularly in races. He enjoys traveling with his husband and has two dogs, Lula and Gracie.
Charles J. McLurkin became a partner at Channel Law Group in March, 2009. He has been practicing law in California since 1995. Charles came to Channel Law Group after serving as Chief of Staff to California State Assembly Member Mike R. Davis (48th Dist.).
A native Southern Californian, Charles went to the University of Southern California where he received his Bachelor of Arts degree in Communications. After graduation, he pursued a career in advertising. However, early on he realized his passion was to become an advocate. He went to Loyola Law School where he received his Juris Doctor in 1995.
Upon graduation, Charles went into litigation, where he handled complex civil litigation, "Bad Faith" insurance defense, and criminal defense. His Bad Faith areas of expertise include: Earthquake/Dwelling, Toxic Mold, Duty to Defend, Fraud and Uninsured/Underinsured Motorist Claims.
Charles has a strong sense of commitment to Southern California. Besides serving as Chief of Staff to Assembly Member Mike Davis, he sat on the board for the California African American Museum. He is also active in many organizations, including the Los Angeles County Bar Association, National Bar Association and the John M. Langston Bar Association.
Charles resides in Los Angeles with his wife, Monique, and their three children Blair, Pierce and Evan.
